Since Denmark and Portugal failed, by the deadline set in the reasoned opinion of the European Commission dated 19 May 2022, to adopt the legislative, regulatory, and administrative provisions necessary to comply with Directive (EU) 2019/790 (the DSM Directive), and Bulgaria failed to comply with Directive 2019/789 (on online transmissions and retransmissions), and none of these provisions were communicated to the Commission, the obligations under the respective directives have been breached.
As a result, the following lump-sum fines have been imposed:
Bulgaria: €1 million
Portugal: €2.5 million
Denmark: €1.6 million
